This project aims to make gambling regulations easier to access and understand and supports regulatory services in providing advice and guidance to businesses on how to achieve compliance.

Inspection guidance for Authorised Local Authority Officers 

This guidance is intended to aid Authorised Local Authority Officers when they are carrying out compliance visits to licensed/permitted premises.  It provides information to support officers in complying with the statutory requirements regarding ‘inspections’ as provided for in regulations under the Gambling Act 2005 (SI 2007/319).

Assessment Templates

These have been produced for officers to use as an aid when completing assessments at different types of gambling premises.  They include questions based around the following:

  • The conditions attached to the Premises Licence
  • The provisions of the Gambling Act 2005
  • The social responsibility provisions contained within the Code of Practice
  • The Statement of Principles issued under Section 349 of the Gambling Act 2005 (specific to each Local Authority)

The templates are reviewed regularly to ensure that they reflect legislative change.  They can be printed directly from this website or downloaded and customised to meet your own requirements.  For example, you may wish to replace our logo banner with your own council logo prior to use.

Information sheets for gambling operators

These can be taken to an assessment and given to the gambling operator to satisfy the inspection provision regulations. They provide the gambling operator with information about:

  • The concept of shared regulation
  • Inspection rationale and frequency
  • Legal powers of entry
  • Evidence of ID
  • Complaints procedures
  • Further detail about the areas of focus during the assessment

Monitoring Checklists

These checklist forms can be used to assess compliance when a full assessment may not be required/ appropriate.  We currently have the following checklists available for you to use:

Machine Monitoring Checklist

  • This form has been produced to at assist Local Authority Officers when responding to reports of illegal machine siting.

Crime and Anti Money Laundering Checklist

  • A form which can be used by Local Authority Officers and/ or Police Officers to support the assessment of Money Laundering risk at licensed premises by checking compliance with regulatory requirements.

Assessment Outcome Letters

These template letters can be amended and sent to operators to confirm the findings of your assessment.  We have also provided a form which can be used when responding to a request for a written record of the assessment.
